What should be my last 6 months strategy for the UPSC 2019 if I start from scratch Today?

What should be my last 6 months strategy for the UPSC 2019

Copying from the 6 months Prelims strategy that I posted on my blog :

About 6 months are left for Prelims 2019 and I hope you are preparing well.

In case you are a newbie and worried if 6 months time is enough or not to crack Prelims then let me make it clear that it is very much possible to clear CSE Prelims with 6 months preparation. What one needs to do is some smart work.

For static portions, read only what is needed. Time is less. You can not waste it on 100 books and sources. I had shared my concise book list before. Here it is:

  1. Ancient-Medieval: Lucent book & civil services chronicle 30 pages notes. Click here for document.

  2. Art-Culture: Nitin Singhania notes and TN board book.

  3. Modern India: Bipin Chandra 78 pages notes. Click here for document. Lucent 40 pages. Tables given in Spectrum.

  4. World Geography: NCERT 9-10-11-12, G C Leong & Optional notes uploaded.

  5. India Geography: NCERT 9-10-11-12, Vajiram Yellow Book & Optional notes.

  6. Map work: Prem Patel.

  7. Environment: Shankar.

  8. Economy: Sriram.

  9. Polity: Laxmikant.

  10. Science: Current.




For Current Hindu, Vision monthly and Insights compilations are more than enough if you read these religiously

Big words that are intentionally skipped here include India year book, Yojana, Frontline, Pratiyogita darpan, EPW, Kurukshetra, PIB etc. This is because if you have religiously read Hindu, Vision and Insights then these are mostly covered.

  • Ideally, one shall cover at least 1 year of current affairs given the recent trend of current based questions in 2016, 2017 and 2018 prelims. If you haven’t covered the same via newspapers, do it from vision or insights.

  • As prelims is in first week of June, one can leave current affairs of May or post 10th May.

  • Practice at least 1 test per week i.e. 6*4=24 tests! That should be a good enough number.

  • Revision is basis of everything when it comes to CSE. One has to revise the static, current and test notes at least 3 times.

  • Lastly, make a daily-weekly-monthly timetable and set milestones according to your own capacity. Just remember that course has to be done thrice in 6 months.

The NITI Aayog today unveiled its comprehensive national Strategy for New India, which defines clear objectives for 2022-23 in a detailed exposition of forty-one crucial areas, recognizing the progress already made, identifies binding constraints, and suggests the way forward for achieving the stated objectives.

Drawing inspiration and direction from the Honourable Prime Minister’s clarion call for establishing a New India by 2022, NITI Aayog embarked on a journey of formulating the Strategy document over the last year.

NITI Aayog followed an extremely participative approach in preparing the strategy. Each area vertical in NITI had in-depth consultations with all three groups of stakeholders, viz., business persons, academics including scientists, and government officials.

This was followed by internal consultations with a diverse group of eminent persons including scientists and innovators, farmers, civil society organizations, think-tanks, labor representatives and trade unions, as well as industry representatives.




Central Ministries were brought on board for inputs, suggestions and comments, with each draft of individual chapters being circulated for consultations. The draft document was also circulated to all the States and Union Territories from whom valuable suggestions were received and incorporated, in keeping with the spirit of cooperative federalism and fulfilling NITI’s mandate of scripting a narrative of inclusive development.

Over 800 stakeholders from with the Government – Central, State and District level – and about 550 external experts were consulted during the preparation of the document.

The overarching focus of the Strategy document is to further improve the policy environment in which private investors and other stakeholders can contribute their fullest towards achieving the goals set out for New India 2022.




Going forward, the private sector, civil society and citizens will be encouraged to draw up their own strategies to complement and supplement the steps outlined in the Strategy document.

The forty-one chapters in the document have been disaggregated under four sections: drivers, infrastructure, inclusion and governance.

नीति आयोग

नीति आयोग ने सरकार से सिफारिश की है कि 2022-23 तक धीरे-धीरे सिविल सर्विसेज में सामान्य वर्ग के अभ्यर्थियों की अधिकतम आयु घटाकर 27 साल कर दी जाए। इसके अलावा यह भी सुझाव दिया गया है कि सिविल सर्विसेज के लिए केवल एक ही एग्जाम लिया जाए।




हाइलाइट्स

  • अभी सामान्य वर्ग के लिए 30 साल है अधिकतम आयु
  • नीति आयोग ने अधिकतम आयु घटाकर 27 करने का दिया है सुझाव
  • नीति आयोग ने सिविल सर्विसेज में सभी के लिए एक ही एग्जाम लेने का भी सुझाव दिया है
  • अपनी रिपोर्ट में नीति आयोग ने वर्तमान नौकरशाही में सुधार के दिए हैं कई सुझाव

 

सरकार के थिंक टैंक नीति आयोग ने सिविल सर्विसेज के अभ्यर्थियों के लिए अधिकतम आयु कम करने की सिफारिश की है। आयोग ने कहा है कि सिविल सर्विसेज में सामान्य वर्ग के अभ्यर्थियों के लिए वर्तमान अधिकतम आयु 32 से घटाकर 27 साल कर दी जानी चाहिए। आयोग ने कहा है कि अधिकतम आयु में यह कभी साल 2022-23 तक लागू कर देनी चाहिए। आयोग ने यह भी सुझाव दिया है कि सभी सिविल सेवाओं के लिए केवल एक ही परीक्षा ली जानी चाहिए।

सभी सेवाओं में रिक्रूटमेंट के लिए सेंट्रल टैलंट पूल बनाए जाने का सुझाव दिया गया है। इसमें कैंडिडेट्स को उनकी क्षमता के अनुसार विभिन्न सेवाओं में लगाया जाए। नीति आयोग की रिपोर्ट ‘स्ट्रैटिजी फॉर न्यू इंडिया @75’ में सुझाव दिया गया है कि सिविल सर्विसेज में समानता लाने के लिए इनकी संख्या में भी कमी की जाए। बता दें कि इस समय केंद्र और राज्य स्तर पर 60 से ज्यादा अलग-अलग तरह की सिविल सर्विसेज हैं। 

सूत्रों के मुताबिक, वर्तमान में सिविल सर्विसेज में सिलेक्ट होने वाले अभ्यर्थियों की औसत आयु साढ़े 25 साल है और भारत की एक-तिहाई से ज्यादा आबादी की उम्र इस समय 35 साल से कम है, इस लिहाज से यह अनुशंसा सही है। इस रिपोर्ट में यह भी सुझाव दिया गया है कि नौकरशाही में उच्च स्तर पर विशेषज्ञों की लेटरल एंट्री को भी बढ़ावा दिया जाना चाहिए ताकि हर क्षेत्र में ज्यादा से ज्यादा विशेषज्ञों की सेवाएं मिल सकें। 

इस रिपोर्ट में कहा गया है, ‘उद्देश्य यह है कि अधिकारियों को उनकी शिक्षा और स्किल के आधार पर विशेषज्ञ बनाया जाए। जहां भी जरूरी हो लंबे समय के लिए अधिकारियों की निपुणता के आधार पर पोस्टिंग की जाएं। हालांकि यह भी सुनिश्चित किया जाना जरूरी है कि अधिकारियों को अलग-अलग क्षेत्रों में काम करने का मौका मिले ताकि जरूरत पड़ने पर उन्हें किसी भी जरूरी काम में लगाया जा सके।
